The 17-28 was a standard tread tractor manufactured in Minneapolis, Minnesota. It had a Twin City 5.6L four-cylinder kerosene engine. It was a 4×2 2WD with manual steering, mechanical contracting band brakes, two-speed gear transmission, and an open operator station. Announced in 1919, the 12-20 was designated as the 17-28 model around 1926. The Twin City 17-28 was equipped with either a Holley or Schebler carburetor. Other accessories included a Bosch high tension magneto. In Nebraska Test No. 121, the 17-28 delivered a maximum of 30.91 belt horsepower and 22.5 horses on the drawbar. The maximum drawbar pull of 3,777 pounds was made while traveling at 2.2 MPH. Production of the 17-28 continued into the Minneapolis-Moline merger.
